Little Italy MAD Reballoting
The Little Italy Association of San Diego is currently working on the 2027 Little Italy Maintenance Assessment District (MAD) Reballoting to update the district’s scope and frequency of services and revise the assessment methodology.
As a property owner within the district, your awareness, input, and participation are essential to helping shape the future of Little Italy. The reballoting process provides an opportunity to evaluate current services, identify opportunities for enhanced services and amenities, and establish a more equitable methodology for funding those services.
What the MAD Provides
Since its formation in 2000, the Little Italy MAD has provided enhanced services above and beyond those provided by the City of San Diego, including:
- Sidewalk and public-space cleaning
- Pressure washing
- Enhanced landscaping, beautification, and urban forestry services
- Seasonal decorations and special events
- Safety, civil order, and hospitality enhancements
These services help maintain Little Italy’s cleanliness, appearance, economic vitality, and overall quality of life, contributing to its reputation as one of San Diego’s premier, vibrant, and well-maintained neighborhoods.
What to Expect During the Reballoting Process
The 2027 reballoting process will include:
- Review of Current Services: Evaluate existing service levels and identify opportunities to enhance maintenance operations, pressure washing, landscaping, urban forestry, civil order, and other district services.
- Updated Assessment Methodology: Review and revise the current assessment methodology, including the removal of existing service zones and establishing a more equitable distribution of assessments based on the services and benefits provided.
- Property Owner Engagement: Conduct public meetings and maintain open Board and committee meetings to gather property owner input, provide updates, and discuss proposed changes throughout the reballoting process.
- Engineer’s Report: Prepare a detailed Engineer’s Report outlining the proposed assessment methodology, district boundaries, scope and frequency of services, and the costs associated with providing those services.
- Balloting: Following completion of the required process, property owners will receive official ballots from the City of San Diego. Property owners will have the opportunity to vote on the proposed 2027 MAD.
Property owners will receive advance notice of public meetings and other opportunities to participate. Your input throughout the process is encouraged and important.
Reballoting & Formation Process
The City of San Diego has established a formal formation and reballoting process to ensure that required procedures are followed and property owner input is considered.

A majority of weighted ballots returned in favor is required for the proposed 2027 MAD to be approved.
If the proposed 2027 MAD is approved, the existing MAD will be replaced by the newly formed district, and the updated scope of services and assessment methodology will take effect as approved.
If the reballoting is not successful, the existing MAD will remain in place under its current structure, including its current service levels and assessment methodology. This would limit the district’s ability to expand services, enhance existing programs, or add new amenities under the current framework.

Property Owner Survey
Property owners are encouraged to participate in the 2027 Little Italy MAD Reballoting Survey. Your feedback will help the Little Italy Association understand property owner priorities and inform the development of the proposed scope, frequency, and funding of future MAD services.
